"Overall - A single European Patent Court, with a court of first instance with divisions at a central location and a number of regional or local locations (the UK, plus perhaps one or two other countries may have one regional division). An appeal court will be at the central location. The decisions of the Court will be binding in all countries which are included in the Court system. Thus, it will not be necessary to bring a new action in each country, and conflicting decisions in different countries will be avoided. All member states of the EU will be included, plus other countries which are contracting states of the European Patent Convention if they adhere to the agreement setting up the Court."
