The draft bill would direct "institutions to report patentable discoveries to the funding agency as soon as they come to light and to file patent applications within a year" and otherwise would have them "forfeit their intellectual-property rights to the agency that funded the research".

I find not only the proposed law and the reasoning behind it worrying, but also the very uncritical way it is reported in Science. There seems to be no questioning of the equation "patents = innovation".

I forgot to add, that the bill is planned to be introduced this spring and apparently it "is expected to win swift passage".
