I was searching (it seems that the EPO does not allow Google to index those pages) for the patent EP0927945 "Method and system for placing a purchase order via a communications network - Amazon.Com, Inc." in the EPO register plus, and I got the following error:
The images database is currently unavailable. It can be accessed during our office working hours only. These are: Monday to Friday (except public holidays), 08.00 to 18.00 hrs CET. You can, however, continue to search bibliographic, patent family and legal status data.
Furthermore, the EPO uses a system to make the patent pages unlinkable from the outside, using URLs like this:
The EPO cannot be trusted to make patent information available to the public. I have really the impression, together with the fact that they publish most of the patent documents in scanned images embodied in PDFs (making them unaccessible for blind people), that the EPO tries to obfuscate the publication of patent data on the internet, especially by search engines.
