On March 12, 2009, the Working Party on Intellectual Property (Patents) of the EU Council will meet again (in closed session, of course). The agenda includes: * Presentation of a Final Report by Prof. Dietmar Harhoff, PhD: Economic Cost-Benefit Analysis of a Unified and Integrated European Litigation System * Continuation of the examination of the revised text: Draft Agreement on the European and Community Patents Court (Document 5072/09; see also my earlier posting). This means that the machinery of the EU Council is grinding on towards a major patent reform on EU level which surely can be seen a some sort of a positive indicator. However, I am afraid the fact that Mr Harhoff is invited to explain to the attendees the cost/benefit-balance of a unified and integrated European Litigation System might be understood in a way that there still is lack of some rough political consensus even on the desirability of such a step.
