						 <p>The draft bill would direct "institutions to report patentable discoveries to the funding agency as soon as they come to light and to file patent applications within a year" and otherwise would have them "forfeit their intellectual-property rights to the agency that funded the research".</p> <p><a href="http://www.sciencemag.org/cgi/content/full/319/5863/556a">http://www.sciencemag.org/cgi/content/full/319/5863/556a</a></p> <p>I find not only the proposed law and the reasoning behind it worrying, but also the very uncritical way it is reported in <em>Science</em>. There seems to be no questioning of the equation "patents = innovation".</p>
